Nacido en 1951 en Nikolayevsk-na-Amure, el principal pueblo del estuario del río Amur, Yury Chayka comenzó su carrera de leyes en Irkutsk, llegando a ser Fiscal General de la región en 1992. En 1995, por su buena fama en Irkutsk, alcanzó el cargo de Fiscal General Adjunto de Rusia hasta 1999, fecha en la que apoya la suspensión del por entonces Fiscal General, Yury Skuratov, siendo Fiscal General Interino durante cuatro meses. En agosto de 1999 es nombrado Ministro de Justicia de Rusia donde permanece en el cargo hasta junio de 2006, fecha en la que se convierte oficialmente en el Fiscal General de Rusia, cambiando su puesto de trabajo con Vladimir Ustinov (también nacido en Nikolayevsk-na-Amure), que asumió el cargo de Ministro de Justicia hasta 2008.

Como Ministro de Justicia, Chayka apoyó 59 reformas de la ley con el objetivo de reducir el número de violaciones penalizadas con cárcel, reduciendo el número de prisioneros en Rusia en doscientos mil.

Como Fiscal General, su caso más famoso ha sido el conocido como “Tres Ballenas” sobre la corrupción y contrabando de muebles y otros productos de consumo desde China. Además es el creador del Comité de Investigación, un órgano que se encarga directamente de los casos criminales, quedando el Fiscal General como un supervisor del progreso de las investigaciones.

In 1995, because of his good fame achieved in Irkutsk, he reached the position of Deputy Prosecutor General of Russia, until 1999, date when he supported the suspension of then Prosecutor General , Yury Shuratov, becoming Acting Prosecutor General of Russia during four months. In August 1999 he is nominated Russian Minister of Justice position that he retains until June 2006, when he becomes officially the Prosecutor General of Russia, swapping his job with Vladimir Ustinov (also born in Nikolayevsk-na-Amure), that assumed the position of Minister of Justice until 2008.

As Minister of Justice, Chayka supported 59 amendments of the law with the objective of reducing the number of violations punished by jail, decreasing the number of prisoners in Russia by two hundred thousand.

As Prosecutor General, his most famous case was the known as “Three Whales” about corruption and smuggling of furniture and other goods from China. Besides, he is the creator of the Investigative Committee, on organ directly in charge of the criminal cases, being the Prosecutor General a supervisor of the progress of the investigations.
